To solve the problem of unregistered vehicles traveling on Brazilian roads, AVT strategic partner ISES Corp and SERTTEL have developed a cost effective mobile solution that meets the needs of the Sao Paolo Police Traffic Enforcement Authority. The requirements for the project were to be able to setup an ‘Electronic Blitz’ location where vehicles license plate numbers could be checked and compared with the national database of vehicles in real time and issue an infringement notice on the spot for those vehicles that are found to be breaking the law.
Loop Detector is placed close to camera to trigger license plate capture. These two devices are then connected to mobile PC located up to 20 meters away.
When a vehicle enters the ‘checking lane’ – the license plate is captured and compared to the national database of vehicles. An infringement notice is immediately issued if the vehicle is found to be unregistered.
The driver is then issued with the infringement notice.
The ‘Blitz Electronica’ initiative has proven to be a resounding success story, with plans now well underway to deploy more mobile systems nationwide to enforce the road laws in this country.

Asia Vision Technology (AVT) successfully deploys VECON-MIV (Mobile Inventory Vehicle) for A.P Moller/Maersk-Sealand, Pier 400 facility.
Hong Kong — August 9, 2002 — AVT today announced, in conjunction with it’s US system Integrator, Nascent Software, the successful launch of its Mobile Inventory Vehicle (MIV) solution at the world’s largest proprietary container terminal, A.P Moller/Maersk Terminals Pier 400 facility in Long Beach, California.
The MIV solution provides automated inventory processing for the terminals 5000+ wheeled parking stalls, identifying ISO containers, chassis-occupied and open stalls. The heart of the solution uses AVT’s, VECON-MIV VOCR (Video Optical Character Recognition) software, a high power PC and a high-definition digital camera to capture, recognize and store the container number.
AVT’s Chief Technical Officer, Ken Wong said

We have demonstrated that our VOCR technology can continually produce the highest, industry-leading accuracy results in constantly changing environmental conditions.”
Nascent Software provided all of the system integration work to enable the wireless transmission of the inventory data, communication with the terminal’s Navis, LLC, SPARCSÒ Terminal Operation System (TOS) and the stall/container location. Together with Nascent, AVT successfully completed stringent user acceptance testing late last week, achieving Maersk’s unprecedented Mobile OCR accuracy requirement of 90%. The solution is now in active operation at the new terminal.
